Discussion of Functional Peculiarities of Inspection Bodies at Anti-Corruption School for Young Leaders
During the regular lesson of the Anti-Corruption School for Young Leaders, the functions of government subordinates, inspection bodies and oversight levers were introduced to the attention of the participants.
Mr. Aleksander Shagafyan, Head of the RA Education Inspectorate conducted the lesson.
The Law on Inspection Bodies stipulates that the inspection body is a separate subdivision of the Republic of Armenia executive body established for the purpose of oversight or other functions established by law, with the exception of state and community bodies (employees), as well as public services arcing on behalf of the Republic of Armenia.
The Education Inspectorate oversees preschool, secondary and vocational schools.
The inspection body does not exercise control over higher education institutions, and according to Aleksander Shagafyan the inspection body should not have this function.
“School education is compulsory for everyone and there is no choice here. The issue is different for universities. Adults and conscious people, and they are the best supervisors in the university. The person chooses whether to go to university or not and which university to go. If the knowledge given to him in the university does not meet his requirements, he may change the university, study abroad, or not study at all,” Aleksander Shagafyan said.
The head of the Education Inspectorate also spoke about the issues facing the body, the corruption risks in the field, as well as the issues for their prevention.
