Armenian Lawyers’ Association Participates in OECD Anti-Corruption Network Monitoring Meeting

The 24th Monitoring Meeting of the OECD Anti-Corruption Network for Eastern Europe and Central Asia (ACN) took place on July 7-9, 2025, in Paris, France, focusing on the IAP 5th Round Follow-up Monitoring Reports for several Eastern Partnership countries. The meeting also included the 30th ACN Steering Group Meeting featuring a Regional Policy Dialogue on Business Integrity. The Armenian delegation included Mariam Zadoyan from the Armenian Lawyers’ Association, representing the CSO Anti-Corruption Coalition of Armenia.
During the Armenia monitoring session, Ms. Zadoyan addressed the Anti-Corruption Policy performance area. While acknowledging Armenia’s genuine efforts in policy development, she presented critical findings from the organization’s independent monitoring of Armenia’s 2023-2026 Anti-Corruption Strategy implementation.
Key findings highlighted that only 30.43% of planned anti-corruption strategy actions were fully implemented during 2023-2024, contradicting the government’s self-reported higher implementation rates. This significant gap raises concerns about the effectiveness of Armenia’s anti-corruption efforts.
The organization also presented its work in the whistleblowing protection area, demonstrating civil society’s constructive role in advancing anti-corruption reforms. The Armenian Lawyers’ Association has been actively collaborating with the OECD Secretariat to prepare the follow-up report, bringing to OECD’s attention critical gaps in stolen asset recovery and business integrity.
The meeting brings together representatives from ten countries participating in the Istanbul Anti-Corruption Action Plan, along with international organizations and civil society partners.
The Armenian Lawyers’ Association continues to advocate for bridging the gap between policy adoption and actual implementation, particularly in critical areas such as business integrity and stolen asset recovery, to ensure meaningful progress in Armenia’s fight against corruption.
