8th Assembly
The 8th Assembly of the Anti-Corruption Coalition of Armenian CSOs took place on December 8, 2023. The assembly was held in a hybrid format: Coalition members operating in Yerevan participated in person, while our regional partners joined online.
During the assembly, Karen Zadoyan, the coordinator of the coalition’s secretariat and president of the Armenian Lawyers’ Association, presented the activity report of the Anti-Corruption Coalition of Armenian CSOs for the period of 09.12.2022 – 08.22.2023. Based on the report, the challenges facing the coalition and proposals aimed at reducing them were highlighted.
For the purpose of more effective future work, a new edition of the regulations of the Anti-Corruption Coalition of Armenian CSOs was presented. This was developed by members of a working group created by the coalition’s management board under the leadership of Movses Aristakesyan and approved by the current board chairman Hakob Avagyan.
The main amended provisions of the regulations are:
- Cancellation of the current rotation procedure and implementation of a new rotation procedure: specifically, for more effective work, the term of office for the chairman of the coalition’s management board was changed from the previous 6-month term to a 1-year term.
- Review and classification of the powers and responsibilities of the coalition’s governing bodies.
Next, the strategic plan of the Anti-Corruption Coalition of Armenian CSOs for 2023-2027 was discussed and approved.
The main strategic objectives of the coalition’s 2023-2027 strategic plan are:
- Increase the effectiveness of public oversight over the government’s anti-corruption reforms by civil society organizations
- Contribute to the introduction and development of effective policies and mechanisms aimed at eliminating corruption, promote the development of a conscientious, transparent, accountable, professional governance system
- Contribute to the formation and establishment of the perception of corruption as a threat to society, the formation of public intolerance towards corruption, an environment of contempt, and the demand for honest governance in society, and raise public awareness through the reactivation of anti-corruption centers based on anti-corruption education, corruption prevention, and the inevitability of punishment
- Strengthen the capacities of CSOs related to monitoring, public oversight, and implementation of anti-corruption activities
Then, elections were held for the new management board of the Anti-Corruption Coalition of Armenian CSOs. First, the assembly approved the composition of the board, which is 7, and then formed the new 8th management board with the following composition:
- “Armenian Lawyers’ Association” NGO, represented by Karen Zadoyan,
- “NGO Center” CSDI NGO, represented by Arpine Hakobyan,
- Civil Society Institute, represented by Artak Kirakosyan,
- “Center for Economic Law” NGO, represented by Movses Aristakesyan,
- UN Armenian Association, represented by Armine Podosyan,
- Union of Advanced Technology Enterprises, represented by Arkadi Sahakyan,
- “Elegia” Cultural NGO, represented by Harutyun Aleksanyan.
At the end of the assembly, at the suggestion of Karen Zadoyan, coordinator of the coalition’s secretariat and president of the Armenian Lawyers’ Association, the inaugural session of the new composition of the Coalition’s Management Board was convened, during which the election of the Management Board Chairman was held.
