Expert Analyzes aimed at improving the Whistleblowing System

The Armenian Lawyers’ Association, CSOs Anti-Corruption Coalition of Armenia and the Constructive Dialogue Network of Armenian are implementing the “Multifaceted Whistle-Blowing Promotion in Armenia” project with the support of the European Union and the “Open Government Partnership Europe” Foundation. Within the framework of the project, among other things, expert analyzes aimed at improving the whistleblower system were carried out as well.

ALA experts developed following expert analyzes within the framework of the project:

1. Vision of the Armenian Model of the Whistleblowing System: Formation of the National Dedicated WB Authority and Clarification of the Roles of the Bodies Responsible for WB issues and Their Distribution;
2. Improvement of WB mechanisms (the internal WB system; the external WB system and the public WB system);
3. Improvement of the institute of WB officers;
4. Improvement of the WB system in the private sector;
5. Improvement of the concept of WB, scope of protection (subjects and material scope) and conditions for protection;
6. Improvement of WB rights protection mechanisms and introduction of incentive/ reward mechanisms;
7. Improvement of WB statistics.

It should be noted that these analyzes were also discussed on 8 December with the Ministry of Justice of the Republic of Armenia, within the framework of the National Awareness Campaign on the Whistleblowing System, organized by the “Armenian Lawyers’ Association” NGO, the CSO Anti-Corruption Coalition of Armenia and the Constructive Dialogue Network of Armenian CSOs at the event dedicated to the International Anti-Corruption Day .

Let us also inform that this analytical materials will be used by the Ministry of Justice of the Republic of Armenia during the implementation of actions aimed at improving the whistleblowing system provided by the New Anti-Corruption Strategy.
